This is a new-old-stock, never assembled frame-set. It is made in Italy. There is no Tubing brand decal. We do not know what brand and model of tubing it was built with, but you can do a Google search for the Fondriest SF2, and see some of the reviews, and impressions of the design and performance. The seat-tube length is 52cm center of bottom bracket to center of seat-lug. The top tube length is 54cm center of head-tube to center of seat-lug.
