Vintage Frame Set 58 cm French Road Tour Nervex 700c 126 France Mercier ?

This frame appears to have a French headset and Nervex lugs.  Chain stays are roughly 45 cm to the center of the dropouts.  Integrated rear rack and front fork braze ons. Fork appears to be slightly bent back, please see picture of fork removed.  Seat post included.  Looks like this has been painted, decals likely not original, unsure of the brand.  I've seen this style rear rack before, possibly Mercier or Motobecane. Our bicycle frames ship wrapped with foam inside a new box.  Headset and bottom bracket included, have not been inspected, may need service. No dents or cracks. Some scratches and marks.
